2018-2019 Implementing Agencies Enhanced the Promotion of Resource Recycling Project

This project enhances the recycling outcomes, formulates and implements the strategies related to recycling, in order to assisting Environmental Protection Administration in Taiwan. The overall brief results in this project are described as below: 1. Analyzing the recycling information collected from the United States, Switzerland, and China in recent years, the implemented strategies recommended to EPA for references are: (1) Switzerland's concept of recycling and recycling from the production process, (2) Garbage with bag collection in Switzerland combined with Hangzhou City, China garbage bag real-name system, (3) US container deposit method, (4) Shanghai City, China combined Internet of Things and the garbage bin of intelligent monitoring function, (5) Basel, Switzerland requested Households implement a detailed classification of resource recycling and a daily collection policy. 2. Collecting, field observation and interviews the relevant regulations for the counties and cities holding activities for more than 1,000 people, schools and night markets setting up resource recycling facilities, it was found that in addition to schools, large-scale activities and night markets for resource collection and collection facilities are not regulated. The three types of resource recycling guidelines, such as "large-scale activities", "schools" and "night market", were provided to each county and city for reference, so that the EPA in each country and city may adjust according to local characteristics or relevant regulations. 3. By means of on-the-spot counseling, it’s found that the counties, cities and townships have 7 common problems such as (1) not grasped the resource amount of recycled by communities, schools, organization (Tzu Chi) and the self-employed, (2) during the cleaning of the garbage along the line, not to persuade or stop people’s behavior of not implementing garbage classification, (3) general business waste, agricultural waste mixed into household waste, resulting in an increase of garbage amount,(4) chain convenience stores and drugstores are the sellers listed as controlled target by the EPA. However, most of the sellers have not implemented the classification before discharge, (5) since the volume of the styrofoam is large, it is not easy for the cleaning team to store them, (6) the general garbage truck mixed plastic containers and paper containers in the community buildings, and (7) the incineration plant and regulations of return are not controlled strictly and the recycling material enhanced training of identification for broken bags inspectors. This project proposes improvement suggestions based on the above problems. 4. In view of diverse recycling channels nationwide, the recycling stations at villages have reached 1,208 stations by 2019. So, in order to make it easier for people to search for the information of the nearest recycling channel, people can use the commonly used GOOGLE MAP as a media for network map of recycling needless to download APP that the map can be constructed to be operational manual to consult the Counties/Cities Environmental Protection Units to take village recycling stations as the priority of construction before August 31, 2019. 5. In the conduct of “2018 Promoting Implementation Units to Enhance Recycling Work Performance Assessment Plan”, the assessment result was that 8 counties/cities including Taipei City, Taoyuan City, Kaohsiung City, Hsinchu City, Hsinchu County, Yilan County, Taitung County and Jinmen County won the Gold Awards, and 5 counties and cities including Tainan City, Miaoli County, Keelung City, Hualien County and Chiayi County won the Silver Awards. 6. According to the results of garbage sampling analysis, the ratio of “paper containers” in the garbage of all counties and cities is higher than that of the other 8 types of recyclable waste published by the EPA, which account for 1.14% to 4.50%, and the standard deviation is 0.73%, the highest amount of waste should be recovered, among which Lianjiang County (4.49%), Hsinchu City (3.79%), Penghu County (3.68%) and Hsinchu County (3.43%) have relatively high inclusion ratios; secondly, "plastic containers" , accounting for 0.78% to 2.08%, the standard deviation is 0.33%. 7. In 2018, there were 4,864,737 tons of resource recycling amount in the four major systems nationwide, of which 48.60% was the most in community recycling and the least was in schools (1.04%). During 2014-2018, the amount of resources recovered by the four major systems nationwide was mostly in the community and showed a trend of increasing year by year. The recycling amount of most county and city school systems decreased significantly year by year. 8. In 2018, the subsidy benefit of the “Subsidy Municipality, County (City) Environmental Protection Bureau for Resource Recycling Work Plan” was that: 2018 compared with the 2017 provincial and municipal cleaning teams, Taichung City (18.68%) and Keelung City (33.54%) had the largest positive growth rate; for the communities, schools and government organizations recycled, and New Taipei City (31.00%) and Chiayi City (55.87%) had the largest positive growth rate. For recycling resources propaganda work, New Taipei City (3.08%) and Penghu County (21.10%) had the largest number of people advocated. For recycling of waste pesticide containers, Kaohsiung City (43.48%) and Chiayi City (139.03%) had the largest positive growth rate. For waste glass containers recycled, Kaohsiung City (29.38%) and Hsinchu County (46.97%) had largest positive growth rate. For the lower recycling rate of waste containers (free-cleaning tableware, carton packs, aluminum foil bags, unfoamed PS containers) recycled, Kaohsiung City (49.54%) and Hsinchu County (73.23%) had the largest growth rate. For waste battery recycled, Taichung City (256,221 kg) and Miaoli County (96,327 kg) had the largest recycled amount. For recycling of waste portable computers or waste keyboards, Taoyuan City (6,231 kg) and Hsinchu County (1,769 kg) had the largest recycled amount.
